In a recent survey conducted by the European Investment Bank (EIB), an overwhelming 99% of Portuguese citizens expressed their support for measures aimed at combating climate change. This finding comes as the world turns its attention to the 29th United Nations Climate Change Conference (COP29) in Baku, Azerbaijan, highlighting the urgency of climate action.

The EIB’s annual climate survey, conducted in August with over 24,000 participants across the EU and the United States, included 1,009 respondents from Portugal. The results indicate that climate change ranks among the top five challenges facing the country, alongside political instability and rising living costs.

The survey revealed that:

  • 99% of respondents recognize the need for adaptation to climate change, surpassing the EU average of 94%.
  • 66% consider adaptation a priority, significantly higher than the EU average.

Economic Implications of Climate Action

A significant 95% of Portuguese respondents believe that investing in climate adaptation can create jobs and stimulate the local economy. They emphasize the importance of taking action now to avoid higher costs in the future. Nadia Calviño, President of the EIB, stated that every euro invested in prevention and resilience could save between five to seven euros in damage repair.

Impact of Extreme Weather Events

The survey also highlighted the increasing frequency and severity of extreme weather events in Portugal. Key statistics include:

  • 86% of respondents have been affected by at least one extreme weather event in the past five years.
  • 63% experienced extreme heat and heatwaves.
  • 48% faced wildfires, while 43% dealt with droughts.

Additionally, 28% reported destruction of forests or natural spaces near their homes, and 24% experienced health issues related to extreme weather.

Lifestyle Changes and Adaptation Strategies

The survey indicates a strong recognition among the Portuguese population of the need to adapt their lifestyles due to climate change.

To facilitate adaptation, 52% advocate for educating citizens on preventive measures against extreme weather, while 38% prioritize urban cooling initiatives and 37% focus on improving infrastructure.

Global Responsibility and Future Investments

A notable 67% of Portuguese citizens recognize the need for global support in climate adaptation efforts, urging their country to assist vulnerable developing nations.

In 2023, the EIB’s investment in climate action and environmental sustainability in Portugal reached €746 million. As COP29 unfolds, discussions will focus on establishing a new collective quantified goal for climate financing, aiming to enhance support for climate action and adaptation efforts worldwide.

The urgency of addressing climate change has never been clearer, and the overwhelming support from the Portuguese public underscores the need for immediate and effective action.
