Lisbon is taking significant strides to address its housing crisis by launching a lottery for 34 affordable rental homes. This initiative aims to support families with low incomes and those with mobility challenges, providing them with much-needed housing options in a city where affordability is a growing concern.

The Lisbon City Council has recognized the pressing need for affordable housing in the city, particularly for vulnerable populations. In a recent private meeting, the council unanimously approved two new competitions under the Accessible Rent Program. This program is designed to provide housing solutions for families who struggle to meet the high costs of the private rental market.
Details of the Lottery
The lottery will consist of two distinct competitions:
- Accessible Rent for Families with Mobility Challenges: 17 homes will be allocated to families where at least one member has a permanent disability of 60% or more, requiring assistance such as wheelchairs or walking aids.
- Accessible Rent for Low-Income Families: The remaining 17 homes will be available for families with annual incomes below the threshold set by the standard program, specifically those earning between €6,111 and €15,960.
Application Process
Applications for the lottery will open in December and will be conducted online via the Habitar Lisboa platform. The allocation of homes will be determined through a random draw, ensuring a fair process for all applicants.
Previous Successes
This initiative marks the third extraordinary lottery for affordable housing in Lisbon, with a total of 106 homes now allocated through this program. Previous lotteries have successfully provided housing to families with average monthly incomes of around €700, with rental prices ranging from €88.99 to €295.99, averaging €164.48.

Carlos Moedas, the Mayor of Lisbon, emphasized the city’s commitment to addressing housing challenges. He stated, “We continue to work on solutions that respond to the problems of our citizens. Housing is our main challenge, and we are focused on finding answers for those who need it most.”
The Accessible Rent Program aims to assist individuals and families who are unable to afford the high prices of the private housing market. Since the beginning of the 2021-2025 mandate, the municipality has allocated a total of 2,221 homes, with 913 designated for affordable rent. This ongoing effort reflects Lisbon’s dedication to creating a more inclusive and accessible housing landscape for all its residents.
